Justin serves as a Managing Director in RRC’s Financial practice and is responsible for overseeing financial examinations and analysis projects. Justin is a former state insurance regulator with more than 25 years of experience in insurance financial solvency, including financial examinations, analysis, holding company oversight, complex transactions, and regulatory actions. He serves as Examiner-in-Charge on high-risk, high-impact regulatory engagements, providing strategic direction, technical oversight, and quality control. He also provides senior-level financial solvency advisory services to state insurance departments, including support for receiverships, changes in control, complex transactions, and insurer restructurings. Justin’s extensive regulatory background, collaborative leadership style, and practical understanding of complex solvency issues further strengthen RRC’s ability to support regulators and industry stakeholders alike. He holds the SOFE Certified Financial Examiner (CFE) designation and earned his BSBA from the University of Nebraska–Lincoln.

Thought Leadership

Justin is widely recognized for his leadership at the national level through the NAIC, where he has held numerous senior roles, including Chair or Vice Chair of various working groups focused on risk-focused surveillance, group solvency, macroprudential regulation, liquidity stress testing, and troubled insurer oversight. In addition, Justin has been an active leader within the Society of Financial Examiners for more than a decade, including serving as President from 2019–2020, and continues to serve on the Board of Governors.
